- [RICH, Henry(?)]
What is to be done? Or past, present, and future.    London: James Ridgway,  1844  8vo, (iv) 123pp, recent blue boards, lettered on upper cover, paper label on spine. A very good copy. From the contemporary library of Lord William Russell with his signature on title-page.

First edition: scarce.

Not in Goldsmiths, Kress or Black although each has a later edition of the same year. [viz. Goldsmiths 33622 (2nd ed.); Kress C.6518 (2nd ed.) and Black 5803 (3rd ed.)]. A pretty strong and detailed attack on the policies of Sir Robert Peel. The author sees a major crisis: ''... In Ireland rebellion still hangs suspended by a thread, and in England want of employment and consequent pauperism are yearly increasing, incendiarism is reviving, leagues and counter-associations are formed or forming; class is arranged against class ...''. His policy recommendations are, ''for Ireland, the support of her tenantry, and the endowment and recognition of her Roman Catholic Church. For England, national education. And for the Empire at large, free-trade, which includes the relief of her pauperism, by finding increased employment for her increasing hands''. The possible attribution to Sir Henry Rich, Bart [1803-1869] is noted by NSTC and COPAC.

Keywords :- Sir Robert Peel.
