A powerful essay against high prices caused in great part by monopolies, commercial malpractices and other business arrangements, all of them, in the author's view, "incompatible with the general interests of society". The causes of the country's financial difficulties were "national debt and taxes; war; the abuse of the paper system; the manoeuvres of trade; and an insufficient supply of grain". (pp.9-10). He makes numerous proposals for improvements in banking and money supply as well as for regulation of trade and commerce with a view to halt inflationary pressures.
