The author warns of the power of steam in its application to war will leave Britain vulnerable to European and American enemies. His thesis is two-pronged: on the one hand, Britain must build up its military strength to be an effective and professional defensive force: on the other, and equally importantly, she must solve her social and economic problems at home (poverty, unemployment, etc.) where there is a potential internal enemy among the "debilitated, dejected, and righteously disaffected labouring population".
