No objection can be fairly made to the principle advanced in them, which, in fact, was adopted in the Act 3 and 4 Will.IV. c.85 for renewing the charter. But the author has much overrated the practical importance of allowing Englishmen to settle in India. If, indeed, we reflect for a moment on the nature of the climate, the density of population, and the low rate of wages, it will appear to be little better than visionary to imagine that voluntary emigration to India should ever be carried on to any considerable extent.
