Apparently the first (only?) published edition. Not in Bank of England catalogue. Not in Black or Masui. Not in NUC. NSTC locates a copy at BL only.

The charge against the British government following the collapse of the Bank and the loss of £2 million of shareholders' capital was that there had been a gross neglect of duty. "The collapse of the Bank, while it shows that the mismanagement of it must have been gross and reckless in the extreme, at the same time shows that the control of the Government over it must have been altogether neglected to have caused this termination of its career" [p.8].
